Accessible Travel Framework Consultation: 2025/2026

The original Accessible Travel Framework (ATF) was published in 2016, with the framework based on consultation between key stakeholders, including: disabled people; Disabled Peoples Organisation’s (DPO); transport providers; and Transport Scotland.

The framework was produced with the purpose of supporting disabled people’s rights by removing barriers and improving access to travel and ensuring disabled people are fully involved in work to improve all aspects of travel.

Disability Equality Scotland (DES) has been approached by Transport Scotland to assist them in identifying the current views of disabled people concerning travel within Scotland. This information will be used by Transport Scotland as they develop a successor to the ATF. We are therefore seeking your help to ensure that the views of as many disabled people as possible are represented.

Transport Survey

Next month (October 2025), the first in a series of surveys – created in conjunction with Transport Scotland – will be launched to gather initial information and views.

This and subsequent surveys will be promoted via our website and social media, in addition to sharing this directly with our members, Disabled People’s Organisations (DPOs) and other bodies representing disabled people. We will be further supported in promoting the surveys by Transport Scotland. As it may be a number of years before a similar exercise is repeated, we genuinely want to involve as many disabled people as possible in this process!

National Consultation Group

Running in parallel with the survey approach, we will be creating a national consultation group to help provide further lived experience, guidance and insight into the results that we may receive from the survey exercises.

This national consultation group will meet on several occasions over late 2025 and early 2026, with its voluntary membership reflecting a range of ages, impairments and geographical locations across Scotland.

If you are interested in applying to join the national consultation group, we will be sharing an application form on our website and social media next week. Once expressions of interest are received, we will review these to ensure that the group reflects a range of ages, impairments and geographical locations across Scotland.
